As the Emperor's territory and sway have grown, so too has the amount of pressure increased for its citizens to remain obedient no matter the demands.
But pressure inevitably leads to cracks, and fissures have begun appearing across the Empire, small pockets of resentment that foment resistance. These disparate groups need only to unify to create a realistic threat to the Empire, something the Imperial Security Bureau works tirelessly to prevent. Those who would create an organized rebellion typically operate with the utmost discretion, secretly led and funded by the wealthy senior Senator from Chandrila, Mon Mothma.
Imperial news agencies use extremists like Saw Gerrera as propaganda pawns to undermine growing unrest and hamper the Rebellion's influence, and Senator Mothma's clandestine agents work tirelessly to shine a galaxy-wide light on Palpatine's cruelty. The Aldhani heist was only the first larger-scale act of resistance; many more are demanded to help fund and embolden those who would stand in opposition. One opportunity has appeared without warning, requiring quick action from specific set of people.
Such a strike force does not exist, and Rebel leaders must quickly assemble a team willing and capable of retrieving a Sith artifact before competing interests obtain it for the most nefarious of reasons, including further empowering both Palpatine and his terrifying henchman and apprentice, Darth Vader.
